Urgent Alert for DSRA Health Care Participants

This alert is for Delphi retirees who elected to take insurance through the Delphi Salaried Retiree Association. But, it is being sent to all email registrants to minimize the possibility that any who are affected are overlooked. We apologize if this communication is not relevant to you.

This message is of particular relevance to those who paid their FIRST Blue Cross Blue Shield premium to Marsh in December.

We were advised in December that if the IRS received an HCTC Monthly Registration Form with confirmation of coverage and receipt of payment from Marsh by December 31 they would be able to activate an HCTC account in time to invoice for 20% of the February premium.  They received a much higher than anticipated volume and while they have been working diligently to process all that they received there may be some who will not be registered in time. 

The IRS is continuing to process these registrations in an effort to minimize the number who will need to pay a full February premium to Marsh.  Even in an atypical situation such as this, the IRS has a firm January 24 (Sunday) deadline for receipt of payment from an insured for his or her portion of the February premium.  Given this, the IRS will be making call outs to those who have been recently registered to advise of the amount owed for February and where it should be sent.  This is being done as a courtesy since a February invoice may not be sent or received in time to remit payment by their deadline due to when the registration was processed.

If you sent your HCTC Monthly Registration Form to Marsh, and your coverage was issued and first premium paid in December you are part of this group.  If you have NOT received an invoice from the IRS for February and do not receive a call from the IRS by the end of the business day on January 21 you should call the IRS at 866-628-4282 on January 22.  If you have been registered they will confirm and instruct you to send payment to them for February.  If, however, your registration has not been processed you will owe a full February payment to Marsh ( Marsh will send an invoice to you ) and you can receive reimbursement for 80% of it by completing an HCTC Reimbursement Form 14095.

Please be advised between the call outs being made, as well as the increase in call volume that can be expected on January 22, the wait time to get through to the IRS may be longer than normal.  Marsh also will be unable to advise of the status of your HCTC registration so you must speak to the IRS regarding this.
